Colombia. The Communications Regulation Commission (CRC) formally received on April 17 in Paris (France) the analysis report of its strategic performance, entitled Driving Performance at Colombia's Communications Regulator, which was carried out by the Network of Economic Regulators (NER), a forum that brings together the best regulators at the international level within the framework of the Organization for Economic Cooperation and Development (OECD).
Colombia is the first country to receive this report, which is based on an innovative OECD methodology for measuring the performance of regulators and provides guidance to continue in the process of demonstrating the quality of its work as a world-class regulator. The recommendations presented will be worked on by the CRC, in order to continue aligning its practices to the highest international standards.
Some of the results of this report are as follows:
The CRC has developed a comprehensive system to evaluate its own performance and strives to align human and financial resources with the entity's strategic objectives.
The CRC is also committed to improving its performance by improving decision-making processes that are more robust than those currently required of regulatory bodies in Colombia.
Measuring performance is challenging and the CRC faces some of the challenges that are common to other regulators, including the need to develop indicators that measure the regulator's activities systematically and analytically; as well as the evaluation of the impact of these activities.
The CRC has been applying best practices in regulatory impact analysis. However, it should delve into some aspects of the exante and expost analysis of regulatory decisions.
It should be noted that the Network of Economic Regulators (NER) is an OECD forum that promotes dialogue between regulators from different sectors. It brings together more than 70 energy, water, telecommunications and transport regulators to share experiences and discuss innovative challenges and solutions.
The OECD has a mission to promote policies that improve the economic development and social well-being of people around the world. This body provides a forum where governments can work together to share experiences and seek solutions to common problems. Colombia is currently in a formal process of accession to this Organization.
