Mexico. The Plenary of the Federal Institute of Telecommunications, IFT, agreed to deny the extension of two concession titles to install, operate and operate a public telecommunications network to provide the restricted cable television service, because the concessionaires did not comply with the requirements established in the Law to obtain the requested renewal.
The first refusal of extension relates to a concessionaire that provides services in various locations in the state of Veracruz and the second corresponds to a concessionaire that provides its services in a locality in the state of Jalisco.
In order to safeguard the rights of users who receive public telecommunications services, the Plenary of the Institute determined, among others, the following actions:
a) Allow the continuity of services for a period not exceeding 60 calendar days.
b) Within the first 15 calendar days of this period, said concessionaires must inform their users of the suspension of the services they provide and communicate the possibility they have to contract the restricted television service with other concessionaires that provide the service in their locality, if they so decide.
c) They must reimburse their subscribers, where appropriate, the amounts that they have paid as an advance and that are not compensable with other debts borne by the subscribers themselves.
