They seek to guarantee TV to people with hearing disabilities

Colombia. The National Television Authority, ANTV, is currently carrying out a public consultation process on the new regulatory framework that will govern the implementation of access systems in the television service for the hearing impaired population. 

This regulation proposes that by 2020 public and private channels must have subtitle, closed caption or sign language systems and proposes a schedule of progress in the implementation of the systems in each year. 

This regulation is based on the statistics of the last Census carried out in the country by the National Department of Statistics -DANE- in 2005, in which it was identified that 6.3% of the total population has some type of disability that hinders the execution of daily activities, within which 1.1% represents the population with hearing disabilities. That is, starting from a total population in 2005 of 41,468,384 people, there are (2005) approximately 456,153 people with hearing impairments.

Similarly, according to the study provided by Asomedios, it is estimated that 65%1 of the population with hearing impairment has reading and writing skills.

If an extrapolation is made taking into account the population estimates made by the DANE to 2014, it can be said that there is currently an approximate population of 629.6622 people with hearing disabilities, and when taking on this figure the estimated percentage of people  who have the ability to read and write indicated above, there would be an approximate population of 220,382 people with hearing disabilities who cannot read or write, people who to have access to information, education, training and entertainment provided in the public television service require the interpretation of Sign Language.
