Mexico. In accordance with the resolutions that determined the Preponderant Economic Agents in the telecommunications and broadcasting sectors, the Federal Institute of Telecommunications, IFT, established that these agents may not exclusively acquire transmission rights for any place in the national territory on Relevant Audiovisual Content, or perform behaviors with similar effects.
The determination of these contents is of great relevance because, being hired exclusively by the Preponderant Economic Agents, they allow them to strengthen their position in front of the audiences and limit other participants in the market to compete effectively.
In this way, in order to have sufficient technical elements, the Radio and Television Systems Unit of the Institute (USRTV) made an analysis among a universe of 220 thousand 724 audiovisual contents of broadcast television transmitted through broadcast or restricted television, in the historical period between April 1, 2010 and April 30, 2014, depending on its non-replicable nature and its expected high level of national or regional audience, based on data provided by Nielsen Ibope Mexico.
This analysis takes as a measure the rating or audience level, because it allows to identify which are those contents that in a certain period capture greater interest in a segment of the population and, therefore, have a high level of audience.
The IFT Plenary, in extraordinary session, identified these Relevant Audiovisual Contents, due to their non-replicable nature and their expected high level of regional or national audience, based on the historical records of similar events, being the following:
a) The matches of the Mexican national football team (senior men's category).
(b) The opening and closing ceremonies of the Summer Olympic Games organized by the International Olympic Committee.
c) The opening and closing ceremonies, and the opening matches, quarter-finals, semi-finals and final of the International Federation of Association Football (FIFA) World Cup, organised every four years and commonly known as the World Cup or World Cup.
d) The matches of the final of the first division league tournament, organized by the Mexican Football Federation, commonly known as the Liga MX.
In this way, the provisions of the aforementioned measure, imposed on the Preponderant Economic Agents in the telecommunications and broadcasting sectors, are met.
