Colombia. The new director of the National Television Authority, Ángela María Mora, spoke with TVyVideo about the policies to be implemented in the entity and the challenges it assumes to continue bringing Digital TV to more places in the country.
TVV What are the main actions outlined for its management in the entity?
Angela Maria Mora: Position the ANTV, as an entity not only public, but additionally as an entity that is aware of the television that Colombians watch.
On the other hand, work intensively on DTT, because the ignorance of the general population on this issue is quite high, and achieve that there is a complete dissemination of what this new television has to offer the country in general.
TVV From this perspective, what are the policies to be implemented in television aimed at DTT?
Angela Maria Mora: The Directorate has proposed a new approach to the Digital Television Implementation Policy, which should contemplate not only the implementation of digital terrestrial television, but also social satellite digital television as a complement in those places where due to technical and geographical circumstances they do not receive DTT.
This refocus is circumscribed in the following: new communication strategy and appropriation of Digital TV, issuance of policies and standards for the proper implementation of Digital TV, and determination of policies for the transition from analog to digital.
TVV What expectations does the entity have for the application of DTT today?
Angela Maria Mora: In terms of coverage, large investments have been made and in the country there are already two national networks, one of public broadcasting operated by RTVC (Señal Colombia), and a private network that is the one that manages the contents of Caracol and RCN, there was the need to deploy more transmitters by coverage theme reaching ten stations this year (private operators) 63.60%, and RTVC did the same reaching around 70%, making a high deployment in the country close to 50%, this is the first part of a new process, where it is sought that the common citizen is increasingly closer to DTT providing a quality in signal and content.
TVV Colombia needs to update the regulation of television, taking into account the new information and communication technologies. What is being done about it?
Angela Maria Mora: The ANTV has a very important agenda for the adoption of regulatory normative measures and technical inputs for the presentation of a draft law on public television policy. From the regulations for the implementation of Digital Television, they are developing technical regulatory inputs for the adoption of standards that enable the transition from analog to digital television, in issues such as chaining, subchannels, analog shutdown, among others.
TVV What are the specific projects to be carried out or that currently have a priority in the ANTV?
Angela Maria Mora: Continue aiming at the growth of DTT, we are currently in phase two, by the end of next year we should be covering 92% of the country, additionally the implementation of infrastructure to bring quality content to Colombians.
