Juan Manuel Wilches, new Director of the CRC

Juan Manuel WilchesColombia. Commissioner Juan Manuel Wilches Durán was appointed as the new Director of the Communications Regulation Commission (CRC), replacing Carlos Pablo Márquez Escobar, who ended his term as Executive Director.

It is important to note that the CRC is composed of three commissioners, one of whom serves as Executive Director. The other commissioners are Isabel Cristina Fajardo and Carlos Pablo Márquez.

Commissioner Wilches is an electronic engineer from The Pontificia Universidad Javeriana (Colombia) and an MBA from the Schulich School of Business, York University, in Canada, where he graduated with honors in 2009.

His work experience began in Colombia in 2000 as an advisor and leader of important projects of the Telecommunications Regulation Commission (today the Communications Regulation Commission - CRC), where he worked for seven years. While in Canada he was part of KAZAM Group, a consultant in the field of wireless communications, as a consultant for regulation and telecommunications services.

In 2010 he was contacted to be part of the team that would start the activities of the National Spectrum Agency, returning to the country as a senior advisor to the General Directorate of that entity. Later he became Deputy Director of Management and Technical Planning at the same institution.

He has extensive experience in telecommunications market analysis, policy definition and regulation for the promotion and development of telecommunications services, network costing and price definition of fixed and mobile services. He is a telecommunications consultant with experience in project management, policy definition, administration and technical spectrum planning.

He has represented Colombia in international bodies such as the World Radiocommunication Conference in 2012 and has been President of the Spectrum Management Group within the framework of the Inter-American Telecommunications Commission (CITEL). Likewise, he has led and participated in high-impact projects for the country's ICT sector such as Promotion of Broadband Services, the Cost Modeling of Fixed and Mobile Networks for the establishment of the bases of the New Regulatory Framework of Fixed Telephony Networks and the Definition of Access Charges to Fixed and Mobile Networks.
