RTVC developed its digital platforms

The digital evolution that the industry is currently experiencing, proposes important challenges to television channels and radio stations, who must adapt to the new realities and needs of the audience. In RTVC they have taken on this challenge as their own and, with resources from the country's ICT development fund, they have created their own digital platforms and measurement systems.

RTVC is the entity that manages the State media, that is, two channels: Señal Colombia and the Institutional Channel; and two stations: Radio Nacional de Colombia and Radiónica. In addition, it is in charge of the transmission network of the entire public media system, which includes the eight regional channels and Channel One.

TVyVideo+Radio spoke with José Jorge Dangond, manager of RTVC, who told all the work they have been developing in this regard. Thanks to the technological convergence project, carried out with resources from the ICT Ministry's technology fund, they have brought convergent content, that is, through screens different from the traditional one, which the new generations use. 

Within the framework of this project, they created the infrastructure for content management, for cloud storage, two metrics systems to analyze the behavior of digital products both in Colombia and in the world, which indicate where they are consumed, from which device they access, at what times and how long they take. All this information is taken to specific areas and decisions are made.

Their digital platforms in some cases carry mirror content of the traditional screen, the live streaming of what is being transmitted. At other times there is special content for web platforms. To this end, RTVC formulated and developed its own OTT, audio and video platform, called RTVC Play, in which they have available some of the radio and television content that is broadcast by the public media system.

This project is complemented by the convergent content ecosystem, another program funded by the MINISTRY of ICT that allows the creation of content for RTVC's OTT platform.

Within the framework of the convergence project, RTVC has complemented its infrastructure with a software factory, in which they solve all the requirements, in addition to providing support and maintenance. They have design, development, usability teams, among others, which guarantee that the products are in accordance with international standards.

RTVC's two bets are to improve the traditional transmission infrastructure and bet on the present of new multiscreen transmission technologies.

TV and radio
In television RTVC has an analog broadcasting network that covers 92% of the Colombian population, and the digital, which covers Digital Terrestrial Television, DTT, goes for 80%. The three national public channels are transmitted through this network: Señal Colombia, Canal Institucional and Canal Uno. The goal of the State is to reach a coverage of 92% of DTT and will be complemented by the digital social television project, DTH, which is still under analysis. 

Today the content that is produced and broadcast new in Señal Colombia is all in HD, although there is a lot of historical material that is broadcast and that is in SD.

In radio they have an AM and FM network that shares infrastructure with television in some cases. They are two stations, Radio Nacional de Colombia, the State station with specialized musical programming, news, opinion and relationship with the countryside. The other is Radiónica, aimed at young people, rock and new sounds of Colombian talent, which is strengthening the digital area. It has an application, podcast, constantly updated website and interaction on social networks.

In a few cities are the two stations, usually there is one or the other. These stations have an infrastructure of decentralized studies, some generate particular programming for the regions, in total seven studies that are currently operating and have in project the implementation of five more for local broadcasting that is complemented by the national one.

Finally, the DIRECTOR of RTVC pointed out that among the projects of the entity is to follow the implementation of DTT to reach the goal of 92.26%. In radio, continue to grow the infrastructure of studios and stations. And for both systems consolidate the digital strategy.
