According to the Deputy Minister, the determination of the standard had in account five criteria: first, the uses, habits and preferences of Colombian viewers; second, the technical behavior of standards; third, the impact socio-economic implementation of digital television terrestrial; fourthly, proposals for international cooperation of each of the proposing bodies and fifth, the needs of sectoral policy and regulation.
In addition, the deputy minister took stock of the process of choice in the main Latin American countries. In the case of Uruguay, the choice of DVB and the tests launched in DVB-H they are moving the developer community to that country. For its part, Chile delayed the definition of the DTT standard. The government wants to first amend the current TV law, which states that a station can emit only one signal on the country. This would prevent channels from having a second signal in UHF.
The Argentine authorities, who until a few weeks ago were in favour of choosing the European DVB standard for that country, they are now closer to choosing the Brazilian system based on the Japanese ISDB.
Finally, Medina Velandia affirmed that Colombia aims at a analog blackout towards the year 2019 and that there are challenges of type regulatory to facilitate the transition to television digital terrestrial. Regarding the production of suitable content for DTT, he stated that there is a need for training of human resources, development of adequate infrastructure and stimuli to creativity.
