Colombia. As a result of publications that have been circulating on social networks about the processes of awarding Community Broadcasters, the Ministry of Information and Communications Technologies indicated that these processes are carried out within a framework of total legality and transparency.
He specified that these contents are not official communications from the Ministry, they do not mention the Objective Selection Process - Call 001 of 2024, nor officials of the entity.
This Ministry is developing Call 001 of 2024, whose purpose is to grant viabilities for the provision of the Public Community Sound Broadcasting Service. Currently, and in compliance with the schedule, the process is in the response stage to the observations on the final evaluation report, which ends on October 17, 2025. Then the stage of issuance of the acts of viability for the participating communities that occupied the first place will begin.
The entity reiterates that this call has been developed under the principles of transparency, economy, responsibility and legality, in compliance with the postulates that govern the administrative function and the General Statute of Public Procurement.
In the face of the statements about the possible commercialization of community radio stations, it is recalled that Article 103 of Resolution 2614 of 2022 establishes that "the concessionaires of the Public Community Sound Broadcasting Service may not assign, sell, lease or transmit under any title to third parties the rights derived from the concession". In this sense, the Directorate of Inspection, Surveillance and Control of the Ministry of ICT has already been informed about these contents, and within the framework of its powers, it will carry out the corresponding actions, to determine if it is appropriate to initiate an investigation.
Since its inception, and to ensure the transparency of the call process, all the information related to the process has been published on the https://mintic.gov.co/micrositios/convocatoriacomunitarias2024/ microsite. In addition, it must be remembered that this process does not require intermediaries or processors, everything can be done directly by the interested parties.
The ICT Ministry reiterated its commitment to transparency and legality in the processes it is carrying out, and calls on the organized communities holding concession licenses for the operation of the sound broadcasting service, to refrain from carrying out procedures through intermediaries or third parties, whose commercial interest contravenes the social and community function that characterizes this type of broadcasters.
