Latin America. The ICT Ministry opened the 2025 edition of the 'Open Camera' call, which aims to promote production houses, regional MSMEs, ethnic communities and local community television operators with 63 stimuli for the production of audiovisual content in all its stages.
"Public television is one of the causes of the ICT Ministry. We have evidenced the quality and impact of the productions that emerge in 'Abre Cámara', and that is why we are betting on this call again. The Colombian audiovisual industry generates culture, identity and representation, and also creates jobs, opportunities and connects the country. These are the kinds of things that we will always support," emphasized the ICT minister, Julián Molina.
'Abre Cámara' 2025 has six categories aimed at strengthening public content from a territorial perspective, with a differential and inclusive approach. Each category has, in turn, specialized subcategories and adjustments that respond to the realities of the sector.
The call will deliver resources for about $14,000 million, which contemplate a 5% increase in the unit value of the stimuli, adjusted to inflation in 2025. The number of chapters in some categories was also reduced to ensure effective and realistic implementation. For example, in the case of the fiction series, which will now have four chapters instead of six.
Seeking to have greater inclusion and open spaces for diversity, the call expanded the accepted documents to accredit the participation of indigenous, black, Afro-Colombian, Raizal, Palenquera and Roma communities.
Categories
These are the six calls in which audiovisual producers can participate:
Category No. 1: aimed at Audiovisual Production Companies. It has resources for a total value of $7,455 million, distributed in seven subcategories. It seeks to promote the creation of high-quality content, participation and employment in productions made by women and people over sixty years of age.
Category No. 2: aimed at regional MSMEs. It has resources for a total value of $3,845 million, also distributed in five subcategories. Focused on promoting audiovisual creation in various regions of the country.
Category No. 3: aimed at production companies from indigenous communities, among which resources will be delivered for a total value of $804 million, distributed in three subcategories. Its purpose is to strengthen the production of multiplatform content, promoting civic values, recognizing ethnic identities and complying with the agreements of the Public Policy of Communication of and for Indigenous Peoples.
Category No. 4: aimed at Black, Afro-Colombian, Raizal and Palenquera and Roma communities. It has resources for a total value of $1,018 million, distributed in two subcategories. Its objective is to strengthen the production of multiplatform content of public interest, promoting civic values, recognition of ethnic identities and affirmative actions to guarantee ethnic equity and reduce the digital divide.
Category No. 5: aimed at local non-profit operators, with a total value of $384,300,000, distributed in two incentives of $192 million each, for the production of new documentary series. Its purpose is to encourage the participation and employment of other agents in the audiovisual industry in the production of multiplatform content.
Category No. 6: aimed at community television service operators, for the production of content with a theme of peace. It has an investment of $307 million. It focuses on promoting the production of audiovisual content on peace and reconciliation.
Schedule
This year, the process of participation in the call is divided into two stages:
First stage: filing of administrative and experience documents. It began on April 23 and has three closures:
Category No. 1 - Subcategories 1.1, 1.2 and 1.3: until May 12 at 5:00 p.m.
Category No. 1 - Subcategories 1.4, 1.5, 1.6, and 1.7: until May 13 at 5:00 p.m.
Categories No. 2, 3, 4, 5 and 6: until May 14 at 5:00 p.m.
Second stage: presentation of the creative proposal on the platform. It starts on July 4 and also has three deadlines:
Category No. 1 - Subcategories 1.1, 1.2 and 1.3: until July 9 at 5:00 p.m.
Category No. 1 - Subcategories 1.4, 1.5, 1.6, and 1.7: until July 10 at 5:00 p.m.
Categories No. 2, 3, 4, 5 and 6: until July 11 at 5:00 p.m.
