How was the process in Peru
The Minister of Transport and Communications of Peru, Enrique Cornejo, announced that with the adoption of the Japanese-Brazilian digital terrestrial television system SBTVD, the country will have the possibility of having a much clearer signal and with the portability that is required given the complex geography of its territory.
He explained that an "exhaustive, responsible and serious" analysis was carried out by a multisectoral commission that had a two-year work. During that time the different systems were presented (ATSC of the United States, DVB-T of Europe, DTMB of China and SBTVD of Japan and Brazil) and all were analyzed based on three criteria: the technological, to evaluate which provided greater capacity, taking into account the Peruvian geography and the best use of the radio spectrum; the economic, both in terms of the resources that will be needed to invest in new technologies and in the impact that the migration process will have on families; and the factor of cooperation for the implementation of this digital television system and for the development of the country.
According to the envoy of the Prime Minister of Japan, Shunichi Yamaguchi, who was present at the time of the official announcement, the Japanese system has the advantage of being resistant to interference and noise, which is why users will be able to enjoy a good television broadcast anywhere.
He also announced that Japan will carry out several assistance programs for the implementation of digital television in Peru, such as human resources training and economic cooperation.
What was taken into account
According to a presentation made by the National Society of Radio and Television of Peru, during the technical testing stage, the ATSC standard presented drawbacks in the "mobility" factor, and the DVB-T (European) registered problems in the HD factor which, according to experts, it will be solved with a second migration to the so-called DVB-T2.
For its part, the Japanese-Brazilian SBTVD system performed better during the tests carried out in the cities of Lima, Cusco and Iquitos. In these tests, the same amplifier with the same antenna system, a single power level and the same transmission point were used.
The Peruvian union indicates that in the migration process the participation of private channels will be fundamental because they are the ones who will lead the process. "The transition to digital television must consider an unrestricted respect for acquired rights and be carried out by television channels, holders of authorizations for the provision of television broadcasting services. Likewise, it must be preceded by the implementation of a regulation in telecommunications, which guarantees the freedom of conditions for television channels and open, free and free access to our signals (portability)".
In the concept of Ricardo Maguiña, important decisions will have to be made in the legal framework, among them, the expansion of spectrum to include more offer of channels and content. "We must define how these new signals are going to be awarded or offered, which must be delivered to those who offer new content because, in the end, the objective of all is to expand the content to new uses, increase the offer and deliver to the country a television with better quality."
