Colombia. The National Television Authority, ANTV, through the ethnic television project seeks to guarantee the access and participation of indigenous peoples, the Roma people and the black, Afro-Colombian, Raizales and Palenquera communities to the public television service, providing tools built jointly with the representatives of ethnic groups within the framework of respect for the difference and autonomy of the peoples.
This is a strategic project in which the ANTV has been working with the beneficiary communities, based on a process of reflection on the importance of television and how its particularities, needs and expectations of self-representation, visibility and strengthening of communication processes should be reflected in it to guarantee the protection of our ethnic and cultural diversity.
Before representatives of the Nasa community, coming from different reservations, the ANTV explained the background, development and implementation of the PTVIU, which was consolidated in December 2017, for a period of 10 years.
"We learned to understand the differential treatment with its forms of communication, its culture, its customs and from this knowledge we developed six fundamental axes: audiovisual training, organizational strengthening, access and appropriation of television, promotion of innovation, research and creativity, guarantees and affirmative actions, and integral institutional adaptation," explained Fabiola Téllez Fontecha, coordinator of Regulation of the entity, who pointed out that the PTVIU also has 15 programs, 32 projects and 41 objectives
The official reminded attendees what the authority has done in terms of calls for indigenous audiovisual production, such as the recent FONTV 2019 Call, in which an exclusive category was opened aimed at ethnic organizations, for 22-minute productions and which has a total of 500 million pesos destined for the winners.
"It is necessary to guarantee the preservation of the audiovisual archive that the communities have, so the idea is that through the Ministry of Culture that archive is preserved, through the Program for the Preservation of the Colombian Audiovisual Heritage of Indigenous Peoples," added Téllez Fontecha, referring to what was done during the first year of implementation of the PTVIU, showing examples of film exhibitions, audiovisual productions and training of audiences from different communities.
At the end of the exhibition, attendees also expressed their concerns about what they want to see and do in terms of content, based on their forms of communication in each of their territories.
