Peru. Public institutions will be able to contract telecommunications services more quickly, save on the cost of providing them to the State as a whole and have a greater number of suppliers, using the simplified award mechanism, through homologation sheets.
This is indicated by Supreme Decree No. 016-2019-MTC that establishes a mechanism for the contracting and payment method of the Broadband connectivity service and complementary telecommunications.
The standard is issued after a series of working meetings with the actors involved and coordination between the Ministry of Transport and Communications (MTC) and the Ministry of Economy and Finance (MEF), in compliance with the Law on the Promotion of Broadband and construction of the National Fiber Optic Dorsal Network (Law No. 29904).
The supreme decree contributes to the progressive increase in the use of the National Fiber Optic Dorsal Network (RDNFO), since public entities will use simplified award processes for the contracting of Broadband connectivity services.
In this regard, the MTC has been carrying out actions for the approval of five approval sheets for the contracting of these services, with which the characteristics of the services will be standardized and thus it will be achieved that there are no differences between the services to which the State entities access.
The approved standard requires public entities to register on the portal of the National Telecommunications Program (Pronatel) the information on the contracting of the aforementioned services to facilitate supervision and ensure that they are provided in accordance with the established contractual conditions.
Access to broadband connectivity services will allow public entities to generate spaces for the exchange of information and the improvement in the provision of their services in favor of the population.
