Colombia. The National Television Authority, ANTV, and the Indigenous Peoples of Colombia, represented through the Permanent Roundtable of Consultation and the National Communications Commission of and for Indigenous Peoples, CONCIP, formalized the Indigenous Television Plan with the aim of guaranteeing the right to communication and access to television service.
From 2018, the National Indigenous Television Plan will be valid for the next 10 years, and will include six strategic axes: training in audiovisual capacities: organizational strengthening, Access and appropriation of television, Promotion of innovation, research and creativity, Guarantees and affirmative actions, and Integral institutional adaptation.
THE ICT Minister David Luna Sánchez, highlighted the work done by the Permanent Roundtable of Concertation in building the Communications Policy and the Unified Indigenous Television Plan. In addition, the Chief Minister affirmed that the progress of the telecommunications sector is taking place with the approval of indigenous communities.
The National Board and the Director of the ANTV, Ángela María Mora Soto, have strongly supported the process of construction and concertation of the Television Plan with Indigenous Peoples.
The Indigenous Television Plan as an integral part of the National Communications Policy was formalized with the signatures of ICT Minister David Luna; Carlos Lugo, director of appropriation of MinTIC; Fabiola Téllez, Regulatory Coordinator of ANTV; Horacio Guerrero, Director of Indigenous, Roman and Minority Affairs, Ministry of the Interior; Luis Fernando Arias, from the Indigenous Organization of Colombia (ONIC); Julio César López, of the Organization of the Indigenous Peoples of the Colombian Amazon (OPIAC); Geremías Torres, of the Tayrona Indigenous Confederation (CIT); among other representatives.
During this process, the ANTV has assimilated the scope of the customs and autonomy of the ancestral peoples by acting as an interlocutor and promoting dialogue and rapprochement with the ancestral peoples, obtaining as a result the document of autonomous origin that contains the Unified Indigenous Television Plan.
