Mexico. The Federal Institute of Telecommunications, IFT, began the second stage of the Program for the Promotion and Promotion of Broadcasting, ProRadio, for those interested in community or indigenous social concessions, and which will focus on three Webinars and advice for specific doubts, which seek to provide interested parties with the necessary tools to be able to apply to a concession of this nature.
The Webinar was designed in two stages considering the date of receipt of social, community and indigenous requests established in the PABF 2021. Each stage is made up of two phases so that applicants who receive advice in a first phase can in a second phase receive specific assistance for the submission of their application.
Phase 1. Advice (Webinar) Preparation of the proposal, explanation of the technical-legal framework, benefits of the law, forms of financing, rights, obligations and form of accreditation of requirements by those interested in submitting an application for a concession for community and indigenous use.
Phase 2. Advice on specific doubts (30 min): Review of requirements, complementary advice to the projects raised and submission of applications.
As for the thematic axes on which the advice and accompaniment of the Institute revolves:
a) Understanding of the regulatory framework. The conformation of the technical-legal scaffolding that allows the installation of community and indigenous radios in the context of the media ecosystem is widely explained.
b) Understand the benefits of legality. Most communities are unaware of the rights and benefits granted to them by law ranging from the same recognition for their specific use, technical advice, ways to make the project financially viable, donation of equipment, etc.
(c) Facilitate procedures. Provide virtual accompaniment for the substantiation of the procedure can address specific and particular doubts of the community and / or interested parties for the due accreditation of the requirements according to the characteristics and needs of the project.
