Argentina initiated Universal Basic Benefit in telcos

Since the first of January, the Universal and Compulsory Basic Provision (PBU) came into force, a program that includes mobile and fixed telephony, Internet and cable TV services, declared essential public services and in competition from the Decree of Necessity and Urgency (DNU) 690/20.

The decree aimed to guarantee the human right of access to Information and Communication Technologies (ICT) by any of its platforms, which required the establishment of rules by the State to ensure equitable, fair and reasonably priced use in order to benefit the public interest, offering the user a greater variety of services at lower prices, without this being detrimental to the principle of competition, so it was sought to generate efficiency and economic profitability for the provider companies.

Beneficiaries of the Universal Child Allowance (AUH) and the Pregnancy Allowance, as well as their sons and daughters between 16 and 18 years old, and members of their family group, may choose to adhere to the Universal and Compulsory Basic Benefit (PBU); beneficiaries of Non-Contributory Pensions who receive gross monthly income not exceeding two (2) minimum living and mobile wages, as well as their sons and daughters; neighborhood and village clubs that are registered in accordance with the provisions of Law 27,098; associations of volunteer firefighters defined by Law 25,054 as entities of the first degree and that are registered in the terms of said law, and entities of public good defined by Law 27,218, among others and others.

Users reached by the measure will be able to directly access the PBU by making an affidavit (DDJJ) that Enacom makes available to be completed by the beneficiary and sent to its provider, who must accept it as a means of accreditation.

According to Enacom, "The Universal and Compulsory Basic Benefit (PBU) is a transcendental decision in our country, and pursues the horizon of the expansion of rights established by the national government as a general guideline to ensure that all Argentines enjoy the same opportunities. From the beginning of its administration, ENACOM established that communication is a basic human right, and access to ICTs, an essential service for the construction of citizenship".
