CRC extends validity of transitional measures for COVID-19

Colombia. In order to guarantee the provision of public telecommunications and postal services during the Health Emergency, extended by the Colombian Government until February 28, 2021, the CRC extends the validity of some of the transitional measures issued to contribute from its functions to the mitigation of the spread of the COVID-19 coronavirus.

Among the measures that are extended until February 28, 2021, the following stand out:

- Suspension of the obligation to have physical offices for the user of telecommunications services and postal services.
- Obligation of attention of PQR through website, telephone line, social network and any suitable mechanism provided for this purpose.
- The guarantee of the attention of requests for assignment of the contract, carrying of the cell phone number, guarantee and support of the terminal equipment, through electronic means.
- The modification of the telephone service schedule to allow the user to submit any petition, complaint, claim or resource (PQR) through the operator's toll-free telephone line, between 8:00 AM and 6:00 PM, 7 days a week. In any case, the attention of: i) Report of theft and / or loss of the cell phone is guaranteed 24 hours a day, 7 days a week; (ii) Recharge activations; and (iii) Failures in the provision of the service.
- The guarantee of the right to refuse shipments, even if they are in your name, for which postal operators must record the rejection and the reasons
- The guarantee of minimum coverage of the universal postal service provided by 4-72 during the health emergency, with a minimum weekly frequency.
- To verify that both telecommunications network and service providers and postal operators provide services continuously and efficiently at all times, the CRC and the Ministry of Information and Communications Technologies may request the information it deems pertinent for adequate follow-up.

"In line with the extension of the State of Emergency in the country, we issued Resolution 6113 through which the effects of some of the measures designed by the Commission to guarantee access to communications and postal services, essential to maximize the well-being of citizens during the health emergency, are extended until February 28, 2021," concluded Carlos Lugo Silva, Commissioner and Executive Director of the CRC.
