Ecuador. The Executive Directorate of Arcotel published the list of concessionaires that had favorable reports for the renewal, issued by the defunct Superintendency of Telecommunications in accordance with articles 9 of the Broadcasting and Television Law and 20 of the General Regulations to the Broadcasting and Television Law then in force.
If this is the case, if any concessionaire is not on the published list and has the favorable reports for the renewal, he must enter the Arcotel his request addressed to the Executive Director, attaching said reports and other requirements indicated in article 5 of the reforms to the Regulations to Grant Enabling Titles for the General Regime of Telecommunications and Frequencies of the Radio Spectrum, in order to proceed with the review and procedure subject to the first paragraph of the Eighth Transitory Provision of the Organic Law Reforming the Organic Law of Communication.
In accordance with the established procedure, the petitioner of the renewal within the term of sixty (60) days, that is until August 16, 2019, will present to the Executive Directorate of arcotel the requirements provided for in article 5 of the reforms to the Regulations to Grant Enabling Titles for the General Regime of Telecommunications and Frequencies of the Radio Spectrum to continue with the corresponding process. Failure to submit the application for renewal and requirements, within the established term, constitutes a tacit waiver of the right to renewal.
Finally, the concessionaire may waive its renewed concession rights under the terms of the first paragraph of the Eighth Transitory Provision of the Organic Law Reforming the Organic Law of Communication, and may choose to participate in a competitive public process regarding the frequency to which it renounces.
