Colombia. The National Television Authority, ANTV, issued resolution 650 of June 6, 2018 "By which the Community Television Service is regulated", in which it establishes measures to promote efficiency in this modality of the service, promote competition, universal provision and generate obligations proportional to the legal, civic and social nature of community television associations.
This resolution is issued as a result of a regulatory project, which had a wide participation of the organized communities that provide this service, from the formulation, phase in which the observations presented on the impact of resolution 433 of 2013 and the contributions made by the licensees in the tables of public policy of television and audiovisuals made by the MINTIC during the year 2016 were taken into account.
Likewise, during the process of discussion of the regulatory proposal, a period in which the ANTV convened spaces for socialization and discussion in the cities of Bogotá, Bucaramanga, Medellín, Cúcuta, Popayán, Cartagena and Pereira, more than 180 people participated.
Additionally, the regulatory proposal, together with the supporting document of the same, were published on the entity's website between December 6, 2017 and February 15, 2018, during which time 41 writings with comments were received, which were analyzed and attended by the ANTV in its entirety.
The new regulation reduces administrative procedures, establishes a new compensation scheme based on income, taking into account the payment capacity of licensees and the size of the municipalities where they provide the service, generating incentives so that in places where there is no coverage of public open television, communities are organized to provide community television service and promote audiovisual production by the communities, in accordance with their technical and economic capabilities.
