Chile. While in 2013, only 655 hours corresponded to cultural programs on free-to-air TV, in 2015, there are already 2,261 hours of cultural programming accepted by the National Television Council out of a total of 55,673 hours broadcast by the channels in general programming.
These are the first results after the entry into force in October 2014 of the new regulations on cultural programming, which requires free-to-receive television broadcasting channels to transmit at least four hours of cultural programming a week and at least two of them in high-audience time.
According to the first Balance of Cultural Programming carried out by the CNTV, TVN is the channel that stands out with the most hours of cultural programming - both informed and accepted - by the CNTV and is the one that delivers the highest percentage of additional hours offering 400 more hours over the regulations. It is followed by Canal 13 and then La Red. In contrast, CHV was the channel with the lowest offer of cultural programming in 2015 followed by a minimum difference with Mega.
"El Bosque de Karadima", series of the CNTV Fund 2013, broadcast by CHV, was the most watched cultural program of 2015. It is followed by "En la Mira", also by CHV, and then What would you do? of TVN.
"For the CNTV statistics and studies are very important, in this balance I highlight with pride that of the ten programs most watched by the audience nine are of national production and four have contributions from the CNTV Fund ("El Bosque de Karadima" of CHV, "Besieged" of TVN, "Chile en Llamas" of CHV and "Inhabitants of the Pacific" of TVN)", said Oscar Reyes, president of the CNTV.
The report is the genre with the highest offer within the cultural programming with 37.5%, followed by documentaries with 21.3% and conversation with 19.1%.
"This balance shows the effort of both the channels and the CNTV. We understand that this has been a slow process, as it is a tremendous change where channels must report their cultural programming, and we as a Council analyze the content of those programs. This has meant organizing their grids, adapting schedules, inserting new programmatic content, and we have and provide more professionals who analyze and specifically supervise the cultural hours, "explained Oscar Reyes.
He added that "The new cultural regulations include concepts such as multiculturalism, national identity, national and universal heritage and civic education, among others. Other genres are also incorporated, so each new program that the channels report is analyzed in the light of the standard."
