Colombia. After the meeting of the National Spectrum Committee, the ICT Ministry will open the process of auctioning spectrum in the Digital Dividend bands (700MHz); as well as the 900MHz, 1,900MHz, 2,500MHz and 700MHz, which will mostly allow you to provide more and better high-speed internet services.
As part of this process, the Ministry of ICT, the National Spectrum Agencies (ANE) and the Communications Regulation Commission (CRC) published for observations of the sector, the document of conditions to carry out the auction of spectrum in the bands of 900MHz, 1,900MHz, 2,500MHz and 700MHz, the latter better known as the Digital Dividend band.
Thus begins the process and the ICT sector is called to the discussion of the document: "Objective selection process for allocation of radio spectrum in the Digital Dividend bands (700MHz), 900MHz, 1,900MHz and 2,500MHz", contributing to the principle of transparency in public administration. The document presents the structure of the upcoming spectrum auctions for commercial mobile services and for emergency response and public safety.
This document was prepared by the ICT Ministry in coordination with the Communications Regulation Commission (CRC) and the National Spectrum Agency (ANE) and highlights the main regulatory and policy considerations that motivate the different aspects of the auction design, and seeks to give elements of initial judgment so that interested parties know the main implications of the different public policy alternatives that will serve as input for the conditions definitive of the process.
It describes the generalities of the framework for structuring the process, the description of the proposed stages, all in accordance with the current legal framework. A description of the current market environment that characterizes the provision of mobile telecommunications services in Colombia (voice and Internet access) is presented, specifying the dynamics of evolution and highlighting the main figures of the markets, concluding with a synthesis of the importance of spectrum allocation as a dynamic element of competition in the markets and its role in the quality and coverage of the service.
