ANTV defines strategic agenda for 2015

Colombia. The National Television Authority, ANTV, published its strategic agenda defined for 2015, which contains the eleven (11) activities that the entity will carry out taking into account the general framework of the proposal and the proposed lines of action: Clear rules, Greater competition and better quality, Promotion and production of content and Greater access.

Public Television Policy

The Television service has undergone transformations in recent years as a result of new technological developments and consumption habits, which has generated a new market environment, making it clear that the current regulatory framework of the service does not consider the aspects and components of the new reality.

Simplification, updating and compilation of regulations

The regulation of the television service issued by the ANTV is justified by public objectives. Such intervention, as a matter of principle, should be balanced, geared towards the public interest, and avoid distortions in the television service, which could have perverse effects on viewers and users, television operators and the television sector in general within the framework of the country's economy.

Seventy-nine (79) regulatory legal instruments of the Television Service are currently in force under the names of CNTV Agreement, CNTV Resolution or ANTV Resolution; in addition, thirty (30) circulars in force from the defunct National Television Commission are evident. These instruments have been issued both by the CNTV from 1995 to 2012, and since the creation of the ANTV. 

Determination of Audiovisual Heritage Policy

Between 2013 and 2014, the ANTV has allocated resources from the Fund for the Development of Television and Content worth $7,626,973,616 to finance the recovery, digitization and conservation of the audiovisual archive of the public operators of the television service. These operators have about 120,000 hours of audiovisual content, which throughout history account for the cultural and audiovisual heritage of the country in the different regions.

Structuring of the bidding process to concession the national private open broadcast television service

During 2014, ANTV began the analysis of the results obtained by the legal, technical, financial and economic studies  , necessary to assess the concessions for the Private Operation of the Public TV Service at the National Coverage Level, and applied what was regulated on March twenty-seven, 2014, by the COUNCIL OF STATE, Administrative Litigation Chamber, section third-subsection b, Counselor Speaker: STELLA CONTO DÍAZ DEL CASTILLO, location: 25000231500020100240401.

The result of the execution of what was ordered by the Council of State, by the intervening entities, will have the input that allows the ANTV to structure the bidding process, based on the projection of the previous documents, their review and other activities, which tend their opening.

Structuring and opening of the bidding process for  the granting of subscription television concessions (Single License – THU)

During 2014, the ANTV has been carrying out an economic analysis of the subscription television service, which will be announced to the sector and interested third parties. From this result, the terms and conditions for the structuring of a single license bidding process will be determined.

Inclusive and ethnic television

It is intended to continue the activities of prior consultation of the Public Policy or Plans, to agree administrative measures of Ethnic Television with the Rrom people, the indigenous peoples, and the Afro-Colombian, black, raizales and Palenqueras communities.

Educational Television

It is proposed to explore the feasibility of structuring a regulatory project to establish the operators of the open broadcast television service, the obligation to incorporate in the programming of their multiplexes, a percentage that is destined for spaces of support or complement to the different educational and training processes that public educational institutions have, thus incorporating Teleeducation in the public television service.

Critical reception education that (re)constructs narratives

Its objective is to develop during 2015 a pilot process of education in critical reception of audiovisual content, which provides Colombian viewers with tools to appropriate and approach current audiovisual production from a constructive perspective that enriches their experience as an active receiver, critic and participant.

Audience measurement

Develop a convergent strategy that allows to promote serial recall of spots (2 spots) with duration approx. of 25-35 seconds that generates in children and young people interest in the need to rest and disconnect from devices and various audiovisual screens developed in the last quarter 2014. With the convergent strategy, it is sought to generate conversation in networks around the need for rest and disconnection of TV and technological devices (second screens).

DTT implementation

This activity is aimed at giving continuity to the DTT implementation plans at the national level, aiming to ensure that as many inhabitants as possible have the signal available to access it. While it is important to finance the infrastructure for the digital multiplexes of regional and national public channels, the communication process that will be developed so that the general population knows and understands that one of their rights is access to broadcast television services either terrestrially or by satellite. In this context, the second phase of socialization of available technologies will be developed, whose central axis is the appropriation of said technology through media campaigns that communicate a clear message of why and how to access technology. 

DTH Implementation

Already in 2014 the project of Universal Access to the Television service through the use of DTH technology began, in 2015 the operation of the system will begin for which the ANTV has foreseen the necessary resources for its development and implementation, activities in charge of RTVC current manager of public television. In this period, it is expected to have as many channels as possible to offer the user of this technology a multichannel appeal coupled with the possibility of receiving these contents in high definition.
