Mexico. Last Friday, September 9, at 24:00 hours, the activity corresponding to the delivery, through the Electronic System of Registration and Presentation of Offers (SERPO), of the information and documentation of the Public Tender to concession the use, exploitation and commercial exploitation of 257 radio frequencies: 191 in the FM band and 66 in the AM band (IFT-4 Tender) for a period of 20 years.
As a result, the information and documentation of 237 Interested Parties was received through SERPO, of which 80 were natural persons and 157 legal entities, which corresponds to the requirements established in the Bases in their Appendices A and E and their Annexes, which were authenticated by the Interested Parties with their advanced electronic signature (FIEL or e-Signature).
The next step of this stage of the process will be on October 7, when the Institute will issue the warnings applicable to the Interested Parties, regarding missing information and documentation or that had not complied with the requirements contemplated in the Bases. The Interested Parties who have been prevented will have the period from October 10 to 21, 2016 to complement and correct the missing or deficient documents, an activity that will also be carried out through SERPO.
It is important to note that this tender is essentially carried out in electronic form, and that bids may only be submitted for the frequencies indicated in the certificate of participation issued, where appropriate, by the IFT. These certificates will be delivered between January 23 and 27, 2017 to those who have met all the participation requirements.
With this tender, the IFT complies with the Law by promoting the efficient use of the radio spectrum, seeking the benefit of the user public, introducing new broadcasting services, promoting freedom of expression and access to information, and developing competition in the sector.
