The Audiovisual Council of Catalonia (CAC) is an independent authority, with its own legal personality, emanating from Law 2/2000 of the Parliament of Catalonia. It is the regulatory authority for audiovisual media services, within the competence of the Generalitat de Catalunya.
The law establishes that the Council exercises its functions in the field of audiovisual communication managed directly by the Generalitat or under a concession or authorization regime, whatever the form of emission and the technology used. Also in the cases in which specific emissions are made for Catalonia and in those others that, by application of current regulations, are subject to the scope of management and protection of the Generalitat.
The purpose of the CAC is to ensure respect for rights and freedoms, to ensure compliance with audiovisual regulations, especially those governing programming and advertising, and to ensure compliance with the conditions of concessions and compliance with European regulations and international treaties relating to this matter.
The Council also aims to ensure political, religious, social, linguistic and cultural pluralism in the audiovisual system as a whole in Catalonia; it also ensures informative neutrality and honesty and preserves compliance with the rules relating to the use of the Catalan language and the promotion of Aranese.
