The audiovisual creative industry is strengthened in Colombia

Colombia. According to reports from the Ministry of Information and Communications Technologies (Mintic), the Orange Economy represents about 3.3% of the Colombian Gross Domestic Product (GDP), generates 1.1 million jobs and ranks above sectors such as coffee or mining. 

According to a study by the World Economic Forum in 2016, Colombia is the fourth most innovative country out of 44 in the world. It also ranks tenth in the global ranking of Entrepreneurial Human Capital and, according to figures from Colombia Emprende, is number one in Latin America. For its part, Confecámaras points out that in the first half of 2016, 161,745 productive units were created: 40,160 companies and 121,585 natural persons, a growth of 17% over the previous year.

These encouraging figures motivated the Congress of the Republic to approve the "Orange Law" (Law 834 of 2017), whose purpose is "to develop, encourage, encourage and protect creative industries, understood as those that generate value by reason of their goods and services, which are based on intellectual property", through, among others, tax incentives, creation of temporary free zones for the realization of events, the formalization of information on these industries making use of mechanisms such as the Orange Report and the creation of the "Created in Colombia" seal.

Support for the creative industries has also come from the Chamber of Commerce of Bogotá which, taking advantage of the fact that the city concentrates 92% of the country's creative services, 90% of audiovisual production companies and 73% of digital content companies, has led private support to entrepreneurs and entrepreneurs in the sector, through clusters, a specialized portfolio and the creation of business platforms such as the International Art Fair of Bogotá (ARTBO), the Bogotá Audiovisual Market (BAM), the Bogotá Music Market (BOmm) and the Bogotá Fashion Week (BFW).

For the television industry, the National Television Authority (ANTV), for its part, has promoted the union of efforts between public and private entities to generate opportunities for Colombian creators of television content, including working in coordination for the development of the activities deployed by the Chamber of Commerce.

This is how the ANTV, together with other entities such as MINTIC, Proimágenes Colombia, consejo Nacional de las Artes de la Cultura en Cinematografía and the Chamber of Commerce of Bogotá) have developed the initiative called Conexión Transmedia Colombia, which seeks to promote the development and production of innovative, original multiplatform content with high marketing potential.

This initiative will promote calls that support content developers on various platforms such as film, television and digital content and will promote the interaction of content on traditional and digital platforms, in order to tell stories for Colombians.

As Claudia Triana, director of Proimágenes Colombia, points out, this commitment to the talent of content creators represents a timely and long-awaited response, which coincides with global trends, in addition to giving continuity to the advances that producers have been achieving to position Colombia in the international panorama of digital content[7]. 

Additionally, the National Television Board (JNTV), with the purpose of promoting the audiovisual industry, has been allocating resources from the Fund for the Development of Television and Content (FONTV) to finance pioneering projects in genres and formats, in the treatment of problems and in the approach to their particular audiences, all in strengthening public television.

Thinking of opening conversations on convergence, new trends and public participation, the construction of citizenship, the ANTV advances spaces for dialogue throughout the territory with channels, programmers, producers and filmmakers and of course with viewers.

To this end, the ANTV has launched different projects such as 'La Tele de Todos' and the 'TV Pública Recargada', as well as holding meetings with managers and content producers of regional channels to strengthen public television.

Although each project has a defined route of action, all aim to build, among all the actors of the value chain in audiovisual production, shared visions on how we should produce content that promotes and does not put at risk the guarantee of the rights of all Colombians, because from the National Television Board we are betting that Colombian public television fulfills its social function by being a dynamizer of our culture and this implies that the public resources of Colombians for television reach where they should go: to the promotion of our productions committed to our values and identities carrying a message of construction of a society that is recognized, respected and valued.

'La Tele de Todos' is the strategy of the ANTV to support and accompany the updating of the channels of the public television system, in the topics of digital convergence and its implications for audiovisual and television: Interactivity, transmedia, social media management and co-creation platforms are aspects that every media must take into account in the world of convergence and the web.

This initiative significantly strengthens content management, promotion and communications, promoting actions that favor missionary and strategic commitments of the entity.  

The 'Recharged Public TV' is another of the strategies promoted by the ANTV to boost the quality of content in Colombia, so through important investments, more than $ 6,400 million, new content is promoted that educates, entertains and strengthens the culture and traditions of the country.

The ANTV will continue to make the necessary efforts to support and encourage the creation of new audiovisual content that continues to enrich the screens of all Colombians.
