Colombia. The CRC, through the Audiovisual Content Session, established new measures on issues of citizen participation in the generation and broadcasting of audiovisual content.
It also includes protection against advertising content, which benefits various stakeholders, including children and adolescents, parents and caregivers, civil society, academia, the industry of creators, producers and distributors of content, viewers and television operators.
In order to guarantee and promote spaces for citizen participation in Colombian television, a list of mechanisms is established that takes into account the different activities of interaction and participation that are currently being implemented by television service operators with their viewers or users and also allows them to report other types of participation mechanisms that allow empowerment. the collaboration or involvement of citizens in the different processes of design, production or dissemination of television content.
In line with the measure, operators will have to report a certain number of participation mechanisms according to their issuance modality. The purpose is to increase the degree to which viewers are involved in the creation and production of audiovisual content broadcast through public service television. To monitor the implementation of these mechanisms, a format for the collection of information is added.
Likewise, to ensure the protection of the rights of children and adolescents against the broadcasting of advertising content, a Group for the Promotion of the Protection of Children against Advertising Content is created, as a permanent collaborative body for the exchange of experiences, good practices and cooperation between the agents involved in the production and broadcasting of content aimed at children. girls and adolescents.
This measure seeks to create a purposeful space that analyzes relevant strategies for the protection of children and adolescents, who currently have access to a wide variety of screens and audiovisual content, in which television continues to play an important role.
Along with these measures, the CRC will implement a pedagogical strategy aimed at promoting citizen participation and the protection of viewers, through activities with all agents of the audiovisual sector (regulated and non-regulated), academia, civil organizations and other state entities.
"With these new provisions, the CRC promotes and facilitates citizen participation through the adoption and implementation of effective mechanisms that seek to involve and empower viewers in the process of generating and broadcasting content transmitted through the public television service," explained Andrea Muñoz, Commissioner of Audiovisual Content of the CRC.
