Presidential proposals and telecommunications

Mexico. Several weeks have passed since the start of the presidential campaigns and the ideas that the candidates and the coalitions of parties that support them have for the telecommunications and information technology sectors are beginning to emerge.

The group of organizations that for almost eight years has been working on a national digital agenda and strategies is now integrated into the ADN18 Group, with the active participation of the National Chamber of the Electronic, Telecommunications and Information Technology Industry (CANIETI), the Mexican Association of the Information Technology Industry (AMITI), the Internet Association MX (AIMX) and The Competitive Intelligence Unit, among others.

This, with objectives among which stand out to generate a comprehensive policy and a public policy for information technologies, telecommunications and the digital economy that permeates transversally to the entire Mexican society, in this electoral conjuncture, but also as a state policy.

To date, the ADN18 group has held very productive meetings with those responsible for digital issues for each coalition: Mario Delgado for Together We Will Make History, Juan Pablo Adame and Juan Carlos Romero Hicks in the coalition Por México al Frente, as well as José Luis Romero Hicks in the Coalition Todos por México.

Monitoring on ICT Issues in Electoral Platforms and in the Media
 In this regard, it is convenient to monitor the frequency and weight of these issues in the various approaches of the presidential candidates. In this regard, The Competitive Intelligence Unit collects and publishes this information, in a biweekly ICT Traffic Light format, in order to have a mapping of the proposals that the candidates have on telecommunications and information technologies.

It should be noted that, due to the diverse origin of this information, much of the proposals is limited to general mentions, in addition to the fact that others are limited by the lack of precise data on compliance indicators or budgets to make these promises a reality.

For reasons of space, we place those proposals that are more important or that are very different from those of the opposing coalitions.

•         Together we will make history (Morena, Labor Party and Social Encounter)
- Create a mobile data network in the southeast of the country operated through concessions granted to non-governmental organizations and community associations.

- Incorporate in a new educational reform the use of information technologies.

- Incorporate technology in agricultural development.

•         For Mexico at the forefront (PAN, Movimiento Ciudadano, PRD)
- Create an application for smartphone or tablet computer that allows free access to data services for up to two hours a day.

- Promote the use of information technologies to facilitate access to the education system.

- Make the Electronic Medical Record a reality.

- Modernize legislation on the internet and the use and traffic of personal data.

- Implement a digital platform to receive and debate public policy proposals from citizens.

- Promote the creation of non-centralized trust networks for digital transactions through the blockchain technology platform.

- Create the Citizen Digital Reporting System for the fight against corruption.

•         All for Mexico (PRI, PVEM, New Alliance)
- Improve tax incentives for investment in Information and Communication Technologies.

- Generate a legal framework focused on the crimes of counterfeiting, distribution or alteration of intellectual property on the Internet.

- Seek new financing and budgeting schemes to increase investment in basic infrastructure and services in sectors such as telecommunications.

- Promote the Shared Network so that more than 100 million Mexicans have access to connectivity.

- Implement a computer and electronic infrastructure equipment program that covers all levels of education.

- Create a regulation that punishes electronic fraud.

- Promote the construction of intelligent databases for the efficient development of public policies.

Coincidence of the three coalitions
The three candidates leading the polls and their coalitions present an interesting coincidence. All consider that the expansion in the growth of the coverage of telecommunications services to the largest number of Mexicans is a priority objective.

All opt for the increase in the number of free public sites for internet access, although the All for Mexico coalition includes as a complementary strategy the promotion of the Shared Network whose operations began a few weeks ago.

In May, the presidential candidates will meet in Mexico City with representatives of organizations such as the National Chamber of the Electronic, Telecommunications and Information Technology Industry (CANIETI), the Mexican Association of the Information Technology Industry (AMITI), the Internet Association MX, with the participation of The CIU, to analyze and discuss in greater detail their proposals, with the expectation that they will provide more details about the way in which they propose to implement their campaign promises in case they reach the presidency of Mexico.
