Latin America. The International Broadcasting Association, AIR, and the Ibero-American Telecommunications Organization, OTI, have considered it necessary to work together on various actions to adequately defend the intellectual property rights of broadcasters and the "media".
To fulfill this end, they have defined the following principles:
1) Fight against piracy of signals and content.
2) Protect the signals and content of broadcasters in new broadcasts, services, networks and digital and interactive platforms.
3) Highlight the role of broadcasters as holders of copyright and related rights with extension to the digital and interactive field and new forms of distribution.
4) Consecrate the digital activity of the media as holders of Intellectual Property rights.
5) Participate and promote the discussion, analysis and preparation of sectoral regulation at national and international level.
6) Maintain an agenda of collaboration with multilateral organizations, and in particular in the Digital Agenda. For example, the joint promotion of the Internet Broadcasting Treaty at WIPO or the collaboration in the defense of Intellectual Property with the WTO.
This was formalized within the Joint Declaration signed by both organizations in which they stated the need to update and extend the traditional rights of sound and television broadcasting, as well as the "media" to the new forms of broadcasting, transmission, retransmission and retransmission of digital and interactive platforms.
Both organizations emphasize that broadcasting and media are an essential instrument for the development of countries, in addition to the fact that adequate intellectual protection strengthens the exercise of freedom of expression and free access to information, since guarantees are granted so that people continue to generate content with the certainty that their copyright is protected.
The joint lines of action between the AIR and OTI seek to give certainty and sustainability to communication companies, promote investment and satisfy the rights of the legitimate owners of the works, this will give conditions for the growth and development of the creative and cultural industries.
For these reasons, the OTI and the AIR invite the media, sectoral unions, industry actors, creators, technological agents, institutions, multilateral organizations, governments and civil society in general to support the commitment to effectively guarantee the protection of copyright and intellectual property, which are a fundamental pillar for the content industry.
