Argentina. The National Communications Agency, Enacom, inaugurated a new stage in the selection of the winning projects of the Competitive Development Fund for Audiovisual Media 2016, FOMECA, with strong emphasis on the transparency of the process and the selection of the juries that make it up.
As a result of this analysis work carried out for months by a team of professionals with experience in the task, the Board of Directors of Enacom signed Resolution 5135-E/2017, published in the Official Gazette, with the six winners of Line 2 of Equipment and Building Adaptation for TV Stations. This is the first of the five lines that will be announced in the future.
The winning projects are:
- Mapuche Community Lof Che Buenuleo (Wall Kin Tun TV - Bariloche);
- Cooperativa de Trabajo Solidaridad Limitada (Formosa TV- Northwest);
- Asociación Civil Trabajo, Educación y Cultura (Barricada TV - Buenos Aires);
- Asociación Civil Centro de Rehabilitación y Capacitación San Martin de Residentes Salteños (Urbana TV - Buenos Aires);
- Cooperativa de Trabajo Pares Limitada (Pares TV - Buenos Aires);
- and Cooperativa de Trabajo PPR Limitada (Surajo TV – Canal 4 Mar de Ajó – Buenos Aires).
As part of this new process, the beneficiary projects for each of the lines go through different instances of internal evaluation by Enacom. In each of these cases, the procedure is the same. Among the main selection mechanisms, the budget analysis carried out by the General Directorate of Administration, the technical analysis carried out by the National Directorate of Audiovisual Services and the evaluation of documentary control carried out by the National Directorate of Development and Development stand out.
After these stages, the entities had the opportunity to correct errors or omissions and a report was made to the Evaluation Committee in which this process was reviewed.
In the case of Line 2, the evaluation committee was composed of four members with extensive experience in the audiovisual world and specific technical knowledge on TV channel equipment. Its members met twice. The first of them had as its axis to receive a training for the use of the Microsite of Juries together with the Preliminary Report of the Line.
This Jury Microsite consists of a platform to evaluate projects virtually. There the members of the Committee have access to the projects presented digitally, as well as to all the analyses carried out by Enacom and the corrections presented by the entity for that project.
To ensure an equitable comparison, the projects competed with each other according to the region in which it is developed, the type of recipient that presents it (Indigenous Peoples, Non-Profit Civil Associations) and the type of service it provides (broadcaster, producer).
During the meeting of the Board of Directors of Enacom on June 16, the winners of line No. 2/2016 of Equipment and Building Adaptation for TV stations were approved, which will grant up to 1 million pesos of subsidy and aims to provide resources for the adaptation of buildings and the acquisition of technical equipment that promotes an improvement in the emission and reception of television service signals.
