Argentina. The first meeting was held with the Full Board of Directors of Enacom, that is, with all of its appointed members present. It addressed different regulatory issues related to the operation and development of benefits in the country and also issues regarding the internal organization of the entity.
Its president, Miguel De Godoy, was present, along with the rest of the members, Silvana Giudici, Heber Martinez, Alejandro Pereyra; the Executive Manager, Agustín Garzón, the Technical Manager, Mario Frigerio; and the members recently appointed by the second and third parliamentary minorities, respectively, Miguel Ángel Giubergia (Radical Civic Union) and Claudio Julio Ambrosini (Renovator Front).
With regard to the approval of tenders and awards of licenses for the installation, operation and operation of audiovisual communication services by frequency modulation, the corresponding authorizations were specified for providers and media in the provinces of Córdoba, Salta, Chaco, Formosa, La Pampa, La Rioja, Río Negro, San Juan, San Luis, Tucumán, Chubut, Mendoza, Neuquén, Misiones, Santa Cruz and Jujuy.
On the other hand, within the authorizations of facilities and start of regular broadcasts of the sound broadcasting service by amplitude modulation, providers from the provinces of Entre Ríos, Rio Negro, Neuquén, Mendoza, Tucumán, Buenos Aires, Corrientes, Salta, Jujuy, Catamarca, Santa Fe, La Pampa, Córdoba, La Rioja were approved. The installation, operation and operation of sound broadcasting services by frequency modulation to beneficiaries of Córdoba, Rio Negro, La Pampa, Santa Fe was also authorized.
During the meeting, it was also decided to modify technical parameters regarding the request for changes in frequencies of files that were more than 20 years late in their resolution. At the end of these twelve Board meetings, a total of 143 broadcasting licenses were awarded and 167 authorizations and 48 authorizations were approved. In the case of this last meeting, 57 unique Argentine Digital licenses were approved.
On the other hand, the agreement signed in July 2015 with the National University of General Sarmiento was terminated, which aimed to "develop a work plan through a training program in popular communication for those responsible and referents of communication in social organizations, aimed at strengthening the communication area, production capacities, management and promotion of popular communication", since to date it had not entered into force. For this reason, the University made available to Enacom the 5 million pesos that were transferred by the former AFSCA (Federal Authority for Audiovisual Communication Services) in November 2015.
Likewise, it was decided to issue a circular clarifying certain technical aspects of the specifications in relation to Radio America. As a result, the closing date of the contest was extended until November 11 of this year.
In another order of things, and unanimously like the rest of the points, the modification of the application of the regime of sanctions for content in the media was approved, granting greater transparency to the system.
Finally, it was decided to create an Ethics and Transparency Commission within the scope of the Presidency of Enacom, in order to promote the development of good practices within the internal scope of the entity and establish parameters of transparency in management. The Commission will be coordinated by Silvana Giudici and will be composed of an interdisciplinary team composed of engineers, lawyers, accountants and administrative assistants as well as a person in charge of each area of the agency.
The Commission may request information from each of Enacom's areas, make reports and propose to the Chairman of the Board of Directors measures that encourage the development of good operating practices. This Commission will present, within 15 days of its approval of its creation, a work schedule from which it will begin to operate and, in addition, a monthly report of compliance with the schedule.
