Colombia. Television, internet and fixed telephony services must be offered with the same characteristics individually as in combo or package, and operators have to incorporate a tool on their websites to verify the prices of the services they are purchasing.
In order to guarantee the right to free choice of users over the communications services that operators offer in packages, the Communications Regulation Commission, CRC, issued a regulatory measure (Resolution CRC 4960 of 2016), by means of which operators must deliver the services individually, under the same features they provide in their packages.
Additionally, operators are asked to incorporate on their website a tool that allows users to verify the prices of services separately and in combo, as well as the offer for their municipality, stratum and special characteristics of the plans.
Since 2012, the CRC has been analyzing the evolution of the packaging of fixed communications services in Colombia, finding that its penetration in the country exceeds 50% and although it is a growing market, it considers it pertinent to issue protection measures to the user, so it will monitor the packaged offer in 132 municipalities of the country, in which it will analyze the behavior of the market and its expansion.
Packaging is defined as the sale of two or more products in a package at a price that is more attractive than the price to the parties that constitute that plan. In the case of the measure issued by the CRC, it refers to combos that include television, internet and/or fixed telephony services.
