Enacom launched Licensing Guide for Indigenous Communities

Argentina. Within the framework of a process of joint and sustained work between National Agencies, a guide was prepared to accede to requests for authorization for Indigenous Peoples.

In coordination with different areas of Enacom, INTA, the Public Defender's Office of Audiovisual Communication Services, INAI and FARCO, a working group was launched to accompany community and peasant radios in the presentation to simplified public tenders and authorizations of Indigenous Peoples, to obtain their FM frequency.

The objective is to train and advise indigenous communities in the drafting of forms and the preparation of the documentation requested in the process of requesting authorization. In this way, ENACOM, INTA, Defensoría del Público, INAI and FARCO make available the "Guide for the presentation of authorizations of Indigenous Peoples", a step by step that details how to comply with all the necessary documentation requirements, use of the Distance Procedures (TAD) platform and the communicational, technical and legal guidelines to develop a communication project.

This guide is the second of its kind prepared by the Inter-Organism Articulation Table. The first came out in 2021 (click here) and was intended for community and peasant media and organizations in order to access the licensing process for simplified competitions. The "Guide for submission to simplified competitions 2021", was a step by step that provided tools for the fulfillment of all communicational, patrimonial and legal requirements to access a non-profit license.

Both the "Guide for submission to simplified competitions 2021", and the "Accompaniment Guide for the presentation of requests for Authorization for Indigenous Communities", was made by members of the National Directorate of Audiovisual Services (area of Authorizations and Licenses), the Subdirectorate of Community Media and Plurality of Voices (Fomeca) and the General Directorate of Institutional Relations of Enacom.

On behalf of the Public Defender's Office, members of the Media Accompaniment Line of the Directorate of Training and Promotion participated. On behalf of the National Institute of Indigenous Affairs, members of the Communication with Identity area of the Directorate for the Development of Indigenous Communities collaborated.
