Mexico. Federal Institute of Telecommunications, IFT, approved the elements to be included in the National Radio Spectrum Program (PNER) 2019-2024, with which it complies with its legal obligation to assist the Secretariat of Communications and Transportation (SCT) in the elaboration of this important programmatic instrument of the Federal Government.
In the document, the IFT provides objectives, strategies and lines of action for the planning and administration of the radio spectrum for the coming years, which allow efficient development in the telecommunications and broadcasting sectors, for the benefit of users and audiences.
In addition, it proposes the route to follow to face the technical, regulatory, economic and social challenges that arise in the regulated sectors, in accordance with the provisions of the National Development Plan 2019-20124.
To this end, three general objectives are presented, which include a series of strategies and indicators for their compliance and verification of progress, among which are:
Increase the availability of radio spectrum that promotes universal access to telecommunications and broadcasting services.
Identify and make available radio spectrum for the deployment of telecommunications systems for social and public use.
Design mechanisms that facilitate the deployment of telecommunications services of a social nature.
Identify additional frequency bands for IMT (International Mobile Telecommunications).
Develop a Radio Spectrum Plan that encourages the deployment of fifth-generation (5G) mobile networks.
Establish guidelines for the development of narrowband and broadband radiocommunication systems compatible with Internet of Things (IoT) and Artificial Intelligence (AI) applications.
Explore alternatives to expand the offer of sound broadcasting services in locations where a single AM operator is maintained for reasons of continuity of service.
Establish guidelines that keep the regulation of the use and exploitation of satellite communications updated.
Identify and make available radio spectrum for radiocommunication systems specialized in safeguarding human life.
Optimize the use of the radio spectrum for the benefit of users and audiences in the country.
Design mechanisms for coexistence, sharing and dynamic access to the radio spectrum between various radiocommunication services.
Design and implement mechanisms to promote the adoption of digital sound broadcasting.
Promote the secondary market for radio spectrum and orbital resources by developing tools that facilitate the leasing and sublease of this resource.
Analyze and identify candidate bands in which radiocommunication services for public use are provided for reorganization, in order to increase efficiency in the use of the radio spectrum.
Conduct studies of international best practices in radio spectrum surveillance and control applicable to telecommunications and broadcasting services.
Strengthen the tools used for the monitoring and surveillance of the radio spectrum.
Develop economic valuation models and alternative schemes for the allocation and use of radio spectrum and orbital resources.
Propose alternative allocation mechanisms in the bidding processes for radio spectrum and orbital resources that allow further development in telecommunications and broadcasting.
Develop and develop economic valuation models that promote the efficient use and allocation of radio spectrum and orbital resources, considering the particular conditions in each case.
Evaluate the cases in which it is necessary to modify the charges for the use of the radio spectrum of the concessions for public or social use in support of the competent authorities.
Since its creation, the IFT has focused on the task of implementing timely procedures and tools for the proper management of the radio spectrum. To this end, it has carried out four tenders in the field of telecommunications, which resulted in the spectrum allocated in Mexico for mobile services going from 222 MHz to 584 MHz in 2018, which meant going from 15th to 2nd place in Latin America in that area.
Additionally, these spectrum allocations allowed a better balance in spectral holding between operators and that mexico's 4G data download speeds are the highest in the Latin American region. In broadcasting, since the creation of the IFT and until 2018, the IFT carried out three bidding processes, which assigned a national channel and 32 regional television channels; as well as 141 radio frequencies, 114 in the FM band and 27 in the AM.
This important document was sent to the Ministry of Communications and Transport and the Ministry of Finance and Public Credit in order that its content be taken into account and included in the issuance of the National Radio Spectrum Program 2019-2024, in charge of the Federal Executive.
