Concessionaires
National: Those that are holders of concessions that, considered as a whole, contemplate any level of presence in more than 50% of the regions of the country, without requiring a continuous geographical coverage.
Regional: Those that are holders of concessions that, taken as a whole, contemplate any level of presence in one or more regions, but in no more than 50% of the regions of the country. In the case of a presence in only one region, such concessions must comprise, within their service area, an effective scope, equal to or greater than 25% of the regional population, or a coverage equal to or greater than 50% of the communes of that region, without requiring continuous geographical coverage.
Local: Those that are holders of concessions that, considered as a whole, contemplate a presence in only one region, comprising within it an effective scope of less than 25% of its population and with a coverage of less than 50% of the communes of that region.
Community premises: Those legal persons of private law, non-profit, that are holders of a single concession within the margins of presence established for the concessionaires of local coverage and that will not be able to form chains or networks permanently. These concessionaires must ensure the promotion of social and local development, and must accommodate that production carried out by social groups or people residing in the coverage area of their concession. Local concessionaires of a community nature may be neighborhood councils and other community organizations constituted in accordance with Law 19,418, agricultural communities and indigenous communities and associations, among others. Political-partisan organizations may not be local concessionaires of a community nature.
Historical process
Stage 1: Begins with the approval of the Television Broadcasting Plan (PRT, prepared by SUBTEL) in April 2015:
(a) Lays down the procedure and technical standards for analogue channels to migrate to digital.
(b) Establishes differentiated migration deadlines for national, regional and local channels;
c) Set for the year 2020 the digital ignition (or analog blackout).
Stage 2: The CNTV's call to compete for new digital frequency concessions in Chile begins.
