"Inappropriate" content must be regulated online

Chile. 84% of Chileans believe that audiovisual content called inappropriate on the Internet should be regulated, according to the First National Survey on Audiovisual Content and Internet TV, launched by the National Television Council, CNTV, within the framework of the 7th Congress "Challenges of convergence. Regulation, legislation and hearings", with the participation of representatives of the Platform of Regulators of the Audiovisual Sector of Ibero-America, PRAI.

On inappropriate content on portals or websites such as suicides, murders, promotion of anorexia, incitement to hatred and racism, among others, 84% of respondents declare that they should be regulated in some way. In this regard, 39% have seen this type of audiovisual material on the Internet, with the age group between 18 and 34 years old recognizing a greater consumption of controversial content through the Internet.

As for who should regulate inappropriate Internet content, 42% said it should be a joint effort between the state, channels, and audiences; 25% that must be the State and 17% the same web portals.

In this sense, 75% say they agree that it is the National Television Council that regulates inappropriate audiovisual content on the Internet.

The most used platforms to watch audiovisual content are Internet video sites such as YouTube with 55%, social networks with 49%, Netflix with 36% and web portals of free-to-air TV channels with 35%, with young people between 18 and 34 years old who use them the most.

41% of respondents upload or share videos online. 39% say they have seen inappropriate content that is not shown on free-to-air television, such as murders, suicides, promotion of anorexia or incitement to hatred and racism. 49% declare that they saw them through social networks, 29% through search engines such as Google, 23% from a news story on open television and 22% from the recommendation of a friend.

85% of respondents state that the most vulnerable audiences affected by the display of controversial Internet content are children, young people and adolescents; and that is why the concern of protection of this segment against inappropriate content increases.

This was one of the central themes of the 7th Congress "Challenges of convergence. Regulation, legislation and hearings", held today at the Cumbres de Vitacura hotel, and attended and participated by representatives of the audiovisual regulatory entities of Spain, Morocco, Portugal, Mexico, Costa Rica, Brazil, Colombia, Cuba, Ecuador, Peru, Uruguay, Argentina and Paraguay, in order to establish common standards in the region and learn about European experiences in terms of audiovisual regulation.

"Digital TV, technological convergence and the diversity of platforms to watch audiovisual content is a challenge for Ibero-America in terms of regulation. For example, today on the Internet we do not have any kind of protection for children. This is an issue that we have discussed with other regulators and there is a joint concern to work on in the coming months," said CNTV President Oscar Reyes.

In terms of equipment, especially among children, the VIII National Television Survey (2014) reflects the trend of sustained technological increase in which we are inserted. In that sense, 51% of children under 18 years of age had a cell phone with Internet, 40.5% a tablet, 35.1% a notebook and 30.3% a game console. According to the same survey, 26.1% of the general population had a Smart TV in their home.

The International Congress "Challenges of convergence. Regulation, legislation, hearings" inaugurated this morning with a keynote speech by the Minister Secretary General of the Government, Marcelo Díaz, on the State of Chile and convergent regulation, was attended by the President of the Supreme Court, Hugo Dolmestch and the Minister of the Supreme Court, Sergio Muñoz, to address the inter-American standards for audiovisual regulation in the region, as well as the training of judges and prosecutors in Latin America.

On the recording and dissemination of inappropriate content through the Internet, respondents declare "very incorrect or incorrect" the spread of suicides in 89%, intimate videos of people in the private space in 87%, a couple having sex in a public space in 85% and a drunk person making a fool of themselves in 70%. On the perception of the contents that are uploaded to the Internet, the reports of illegal activities are the most accepted by the respondents. 43% say that it is "very correct or correct" to record a driver who crashes and runs away and 38% positively evaluates the dissemination of content that portrays an official or public authority committing unethical activities.

Chile currently has 12.3 million mobile Internet connections, the vast majority of them (92%) 3G and 4G. At the same time, there are 2.83 million fixed connections in the country. The total number of Internet connections (excluding 2G) is 14.1 million, according to recent figures from the Undersecretariat of Telecommunications (SUBTEL 2016).

The first National Survey on Audiovisual Content and Internet TV commissioned to the company Cadem conducted 711 interviews, 496 by telephone and 215 face-to-face in the main urban centers of the country. The sample included men and women over 18 years of age, inhabitants of communes with more than 50 thousand people, representing 70.9% of the country's total.
