Sergio Martínez Medina takes over as director of the CRC

sergio martinez, crc, Colombia. Commissioner Sergio Martínez Medina took over as executive director of the Communications Regulation Commission, CRC, after being unanimously appointed by the entity's board.

Sergio Martínez Medina is an economist from the Universidad de los Andes (1999) with a Master's Degree in Interdisciplinary Studies on Development from the same University (2015). He completed a Master's Degree in Economics and Regulation of Public Services at the University of Barcelona (Spain), through a Scholarship from the Carolina Foundation (2007). He also has two Specializations at the Universidad de los Andes, in Social Evaluation of Projects (2005) and in Risk and Information Economics (2006).

Commissioner Martínez has 18 years of experience in the design and implementation of public and regulatory policies in public network services, beginning his work experience in the Telecommunications Regulation Commission (2001-2006), where he led regulatory projects aimed at the preparation of economic studies, sector analysis and calculation of rates for telecommunications services in Colombia. Subsequently, he was an official of the National Planning Department (2008-2010), where he collaborated with the monitoring of the investment budget of entities and companies in the mining and energy sector and participated in the preparation of Documents CONPES 3569 and CONPES 3565. He also worked in the private sector between 2010 and 2015.

In January 2016 he was appointed as High District ADVISOR of ICT of the Mayor's Office of Bogotá, being responsible for designing and implementing the digital public policy for that city, leading the main projects associated with the growth of connectivity in the capital, such as the development of 250 WiFi zones in urban spaces, the execution of the rural connectivity plan, the implementation of the digital laboratories of the Capital District, the development of virtual training programs, which benefited more than 200,000 citizens and the follow-up to the digital government strategy of the Capital District. As a result of this management, the Mayor's Office of Bogotá twice received the Indigo National Award, granted by the Ministry of Technologies and Communications to innovative projects by Territorial Entities (2016 and 2018), and the International Award for the Development of the Bogotá Abierta platform, granted by the Hispanic American Association of Communications Operators (2017).

In October 2019, Sergio Martínez took first place in the public merit contest developed by the Administrative Department of the Public Function for the selection of Commissioner with the profile of economist to form the Session of the Communications Commission of the CRC. On November 12, 2019, he was appointed by the President of the Republic, Iván Duque Márquez, as Commissioner of the Communications Commission Session.

In his work as Commissioner of the CRC, since 2019, he has participated in the development of the projects of the regulatory agenda aimed at promoting competition in the ICT sector in Colombia, encouraging investment for the growth of connectivity in the country, consolidating the institutionality of the CRC as a single and convergent regulator and promoting innovation in the national regulatory framework.

"For me it is a pride and a great responsibility to assume the executive direction of the CRC from March 1, we will continue working to consolidate the new CRC, contribute to the development of the sector, and advance our mission to improve the quality of life of Colombians through ICT," said the new Director.
In accordance with Law 1979 and the Internal Regulations of the Entity, the Executive Directorate will be exercised on a rotating basis among the Commissioners of the Communications Commission Session for a term of one (1) year each, not extendable and not re-elected.
