Colombia. The National Council for Economic and Social Policy, Conpes, approved incentives for fixed Internet access for 145,000 low-income households in 216 municipalities in the country, a project that will begin in January 2020.
The contribution that will be financed by the Ministry of Information and Communications Technologies (MinTIC) "corresponds to 72% of the commercial rate of a 5 Mbps plan (megabits per second), and is aimed at households of strata 1 and 2, as well as users of Sisbén IV, who will have for 36 months – three years – a social tariff (...) amount that amounts to 208,800 million pesos," says the Conpes document.
In this way, the Government strengthened the importance of the project 'Incentives to Demand phase II', which seeks to guarantee access to fixed Internet service in low-income households or users of Sisbén, thus benefiting about 580,000 people.
"With the approval of this Conpes we fulfill the objective of making the Internet a tool of equity. In fact, we want to achieve the digital inclusion of those Colombians who do not have the possibility of having connectivity in their homes," said the Minister of ICT, Sylvia Constaín.
Likewise, the Government also seeks to strengthen the telecommunications market in the municipalities included in the project, as well as to encourage the development of digital skills and the good use of technology in the benefited households.
