Colombia. As a result of joint work with the construction sector, telecommunications network and service providers and national government entities such as the Ministry of Housing (Minvivienda), the National Planning Department (DNP) and the Superintendence of Industry and Commerce (SIC), the CRC adopted in 2018 the new version of the Regulation of Internal Telecommunications Networks – RITEL, that will apply in the construction projects that are developed from July 1, 2019.
The regulation arose given the need to eliminate the barriers evidenced in many constructions that prevent access by multiple service providers under adequate technical conditions, which in turn means that residents cannot choose the communications service they require.
With the update of the Regulation, all new housing projects sheltered under the horizontal property regime that are developed will have sufficient internal infrastructure so that all residences have access to digital terrestrial television signal -DTT, as well as connections suitable for telephony and broadband internet. In this way, users will exercise their right to the free choice of operator and to contract fixed services without having to limit themselves to the first service provider that arrives at their building.
With this regulation, Colombia aligns itself with international best practices that enable the development of the Digital Ecosystem by promoting the access of more users to better communications services, and through this to options for education, teleworking, commerce and entertainment; and at the same time, promote conditions of competition between service providers.
"With the entry into force of this new RITEL, the new constructions of horizontal property will have characteristics that will allow them to enjoy an optimal signal and better quality of communications services inside the home, guaranteeing the freedom of choice of users who will be able to contract the service with the operator that offers them a better alternative according to their needs" explained Carlos Lugo Silva, Executive Director of the CRC.
