Mexico. The Federal Institute of Telecommunications, IFT, published its Annual Calendar of Public Consultations 2018, in which it announces in advance the consultative processes that it plans to carry out during this year on various issues and matters of its competence.
At least 20 public consultation processes are expected to take place this year. These consultative processes represent an opportunity to better weigh the possible impacts of these measures upon their entry into force.
Among which the following preliminary projects stand out:
- Guidelines for traffic management and network administration to which the concessionaires and authorized that provide the Internet access service must be subject.
- Guidelines that set the indices and quality parameters to which fixed service providers must be subject.
- General Guidelines on Accessibility in the Broadcast Television Service.
- Bases of the Public Tender to concession the use, exploitation and commercial exploitation of frequencies of the Frequency Modulated band and frequencies of the Amplitude Modulated band for the provision of the Public Service of Sound Broadcasting (Tender No. IFT-8).
- Criteria for defining markets and evaluating conditions of effective competition.
- Guidelines for the homologation of Telecommunications and Broadcasting equipment.
- The IFT even plans to hold a public consultation this year, in order to know the perception of regulated subjects around various areas of opportunity that may present the general provisions under their charge, in order to propose a regulatory reform program that allows it to update and improve its regulatory acquis.
Since its creation, the IFT has carried out 99 consultative processes in which more than 2,600 opinions have been collected from companies, government and specialists on different regulatory projects in telecommunications and broadcasting, as well as economic competition in these sectors.
The Annual Calendar of Public Consultations 2018 specifies, among other things, each of the matters that will be submitted to public scrutiny, the administrative unit of the Institute responsible for each process, the estimated period of time for its completion, the subject matter of the consultation and the legal consequence that is expected as the final result.
