Colombia. After learning of the fiscal finding of the Office of the Comptroller General of the Nation for the underreporting of Pay-TV, the National Television Authority, ANTV, issued a statement stating:
- The Comptroller Delegate for Physical Infrastructure, Foreign Trade and Regional Development and Telecommunications, on January 27, 2016, presented the final report of Special Action of Inspection ANTV – Real Size of the Closed Television Market in Colombia, which gives transfer to the ANTV in order to formulate the improvement plan with the actions and activities that will be implemented.
- Within the Special Audit Action, seven (7) administrative findings were found, one (1) of which has an alleged fiscal incidence worth $171,621 million constant in 2014.
- The report of the Comptroller's Office indicates that there are differences between the figures presented by the Communications Regulation Commission -CRC- in the document "Audiovisual Markets in a Convergent Environment" of February 2015 and the official figures registered by the National Television Authority, in terms of the number of subscribers (Cable TV and Satellite TV).
- Faced with this document, the National Television Authority, by communication 201500017145 of December 2, 2015, asked that entity to state what character the published document has, as well as the evolution of it since its publication and the response on the observation sent by the National Television Authority.
- Of the above, the CRC by letter filed under number 201500031537 of December 17, 2015, stated: "Faced with the observation presented by the ANTV related to the figures cited by the document "Audiovisual Markets in a Convergent Environment" (...), this commission explains that they are figures provided by the Business Bureau consultant, which are not adopted as official by this commission. " Also in the same document, the CRC recognizes that "the official source of figures for the sector is the National Television Authority, and therefore, the figures cited by the aforementioned consultant cannot be taken as official figures, nor can it be assumed that the CRC has assumed them as its own."
- The ANTV will present its improvement plan, in order to advance all the necessary steps, to be able to calculate or weigh the real issue of the sub-report.
- This Plan must be reported to the Accountability and Reporting System – (SIRECI) within 15 working days after receipt of the report, in the same way the progress of the same must be rendered.
