Colombia. Due to the difficulties that have arisen to open the tender for a third private television channel of open and national signal, a process that has been tried in the last eight years without success, the Minister of ICT of Colombia, Diego Molano, announced a plan b.
The idea of the Colombian Minister is to deliver 100% of the programming of Channel One to a single proponent. In order to do so, it must seek the approval of a law that modifies the current regulations, which establishes that the channel's concessionaires can have a minimum of 7% and a maximum of 25% of the programming.
According to Minister Molano's plans, he will seek to begin this process in March. But there is an additional issue that must be resolved in order to execute its plans with the speed expressed by the Minister.
In December 2012, the government renewed for 40 months the concession of the four programmers that Canal Uno currently has. It is not yet known what will be the management that will be given to this issue.
We will also have to wait for the reaction of the Caracol and RCN channels, who in the previous processes made an open opposition from the legal and media.
