Colombia. Given the discussion generated around the withdrawal of RCN and Caracol from their high-definition signal in subscription TV operators, the National Television Authority, ANTV, considered that this being a matter generated by changes in technology and in the dynamics of the provision of television service, which could not be foreseen at the time of the granting of the respective concessions and the issuance of the corresponding regulation, it is necessary to address the issue through administrative mechanisms of consultation and participation.
Consequently, and on the occasion of the requests so far submitted by subscription television operators and by the channels, the ANTV determined within the framework of its competences, that given the relevance of the subject as an important precedent in the future of Colombian television, an open public consultation exercise will be launched in order to listen to and learn about the approaches of stakeholders and the community.
For this purpose, during the month of May all the statements of the interested parties will be received and published and public hearings will be held, all of which will allow the ANTV to adopt decisions regarding the interpretation of the concession contracts of the services of open television broadcast and / or television by subscription n, and also evaluate the relevance of advancing regulatory projects within the framework of the duty to guarantee the efficient provision and continuity of television service for all Colombians.
The conditions and methodology for the aforementioned procedure will be foreseen and made known by the ANTV as soon as possible.
