Colombia. The operators and licensees of the television service in Colombia, as well as other agents interested, in topics related to Audiovisual Content, may encourage and promote pluralism and impartiality of information, the rights of viewers and citizen participation in issues that may affect audiences.
To this end, the Communications Regulation Commission, CRC, issued Resolution 7018 of 2022, which establishes the general conditions for the application of a new Regulatory Sandbox.
In accordance with the rules established by the CRC, on this occasion it will be allowed to include topics of both Audiovisual Content and Communications, in the same call, motivating the presentation of transversal projects that articulate both sectors and require flexibility of topics under the competence of the two Commission Sessions that make up the CRC, in order to enhance possible combinations to promote innovative initiatives that benefit users, audiences and the industry in general.
The regulatory sandbox or 'sandbox' is an alternative instrument that allows companies to test new products, services or solutions, under flexible regulatory conditions, under a scenario of controlled experimentation that, in parallel to its execution, will allow obtaining information that can be input for future regulatory decisions.
For the implementation of this Regulatory Sandbox in Audiovisual Content, during the year 2023 the preparation stage will be advanced, which includes activities of dissemination, advice and accompaniment to those interested in structuring projects and applying to the Regulatory Sandbox, in order to provide tools and strengthen capacities so that they can satisfactorily develop the proposals to be presented.
"With the enabling of this mechanism for the agents of the Audiovisual Content sector, we seek to promote innovation, increase the speed of adaptation of the regulatory framework in the face of technological advances and promote innovation and the development of new products, services and solutions for the benefit of the country's audiences," concluded José Fernando Parada, Commissioner of the Audiovisual Content Commission Session of the CRC.
